Experience:
Since 1997 his private practice has centered
in the areas of business and corporate counseling
and development of projects thereof related,
as well as commercial litigation processes.
He is a former Vice Minister of Justice
and Presidential Advisor in human rights
and corporate social responsibility. From
February 2002 to March 2004 he took public
office as Vice Minister of Justice, where
he supported and implemented E-Government
programs and initiatives, immigration law
reform, as well as the use of ADR’s
in small civil claims in poor communities.
He has also been member of the board of
directors of the Honduran Telecommunications
Company (HONDUTEL), the State Retirement
and Pension Funds Institution (INJUPEMP)
and the Honduran Institute of Tourism. From
April 2004 to July 2005 he also served as
a Presidential Advisor. Besides his experience
advising in the areas of corporate and commercial
law, corporate social responsibility and
human rights, he has been chief of delegations
as state representative before the OAS´s
Interamerican Commission of Human Rights.

of the thesis Dematerialized Commercial
Paper and several articles for a local newspaper
in issues ranging from the economy to human
rights and government.

Experience:
Member of the firm since 2002. He has been
in private practice since 2001. He has served
in public office at the General Direction
of Merchant Marine (1995-2000) where he
contributed to carry on a process of reengineering
after which a record number of ships were
registered; turning the Honduran Merchant
Marine into one of the world’s largest.
There he occupied several positions such
as Chief of Vessel Registration, Chief of
the International Section, Chief of the
Seafarers’ Registration and Permits
Department, Interim Secretary General and
Interim Head of the Department of Maritime
Transportation. Legal assistant at the National
Agrarian Institute (INA) in 1994. He is
currently one of the foremost experts in
admiralty and related areas in the country.

an advisor in the Municipal Area at the

(1971-1995), and has held several positions
in the Ministry of Finance, amongst which
are the national counterpart for the National
Program for the Strengthening of Revenue
Administration. (PROFAT) and served at the
technical department of tax Law and revenues,
where she was part of the team that drafted
the current Honduran Tax Code. She also
